S.Amdt.1378 - To express the sense of the Senate that the Department of Homeland Security's Under Secretary for Science and Technology should take all appropriate steps to ensure the active participation of historically black colleges and universities, tribal colleges, Hispanic-serving institutions, and Alaskan Native serving institutions in Department sponsored university research.
