S.Amdt.1611 - To prohibit funds appropriated in this Act from being used by the Department of Education to enforce any requirement under section 1116 of the Elementary and Secondary Education Act of 1965, or to implement penalties or sanctions under part A of title I of such Act, if the amount appropriated to carry out such part A for fiscal year 2004 is less than $18,500,000,000.
