S.Amdt.1870 - To provide that, notwithstanding the Algiers Accords, any United States citizen held hostage between 1979 and 1981, and their spouses and children at the time, shall have a claim for money damages against a foreign state for personal injury that was caused by the Foreign State's act of torture or hostage-taking.
