H.Amdt.206 - Amendment makes technical changes; specifies that implementing reforms will prepare teachers to understand scientifically based research and its applicability; requires partnership grant applications to contain a certification from the partner local educational agency stating that it will directly benefit from the grant activities; and ensures that the Partnership Grant funding will supplement not supplant other Federal, State, and local funds that would otherwise be expended to carry out teacher preparation activities.
