H.Amdt.316 - At the end of the bill (before the short title) insert the following: \ SEC. . None of the funds appropriated in this Act to support the programs of the United States Agency for International Development in Iraq and none of the funds appropriated in Public Law 108-11 under the heading "Iraq Relief and Reconstruction Fund" may be made available to enter into any contract or follow-on contract that uses other than full and open competitive contracting procedures as defined in 41 U.S.C. 403(6).
