H.Amdt.397 - Amendment in the nature of a substitute sought to include all the provisions of the underlying bill, as reported by the Committee on Ways and Means; add a provision increasing funding for the Social Services Block Grant by $1.1 billion; and add to the bill the text of the "Abusive Tax Shelter Shutdown and Taxpayer Accountability Act of 2003".
