H.Amdt.3 - Amendment in the nature of a substitute sought to expand state flexibility to provide training and education, increase to 70 percent the number that are required to be engaged in work related activities, provide states with an employment credit, maintain the current participation requirement, maintain the time limit on Temporary Assistance for Needy Families (TANF) benefits, increase child care funding by $11 billion over the next 5 years, and remove barriers to serving legal immigrants.
