H.Amdt.428 - Amendment sought to increase funds for Afghanistan Relief and Reconstruction by $70 million to support the human rights needs of Afghan women and girls; and sought to transfer $300 million within the funds for Iraq Reconstruction to the areas of human rights, education, refugees and democracy and governance.
