H.Amdt.431 - At the end of the bill (preceding the short title), add the following: \ SEC. . None of the amounts made available and allocated for oil infrastructure under the heading "IRAQ RELIEF AND RECONSTRUCTION FUND" may be used to enter into any contract using procedures other than competitive procedures.
