H.Amdt.521 - Amendment in the nature of a substitute sought to make marriage penalty relief permanent; adjust the alternative minimum tax; increase the value of the Earned Income Tax Credit; and offset the cost of the bill by adjusting the tax rate for married couples making over a million dollars a year.
