S.Amdt.3066 - To ensure that first responder and state and local government grant programs key to our Nation's homeland security are funded at no less than FY 2006 levels and to provide increases for port security, first responder programs, rail/transit security, and National Response Plan Training, offset by discretionary spending reductions.
