CRITERIA FOR OPERATION AND MAINTENANCE OF HARBOR DREDGING PROJECTS. \ The Secretary shall budget and request appropriations for operation and maintenance of harbor dredging projects based only upon criteria used for such projects in fiscal year 2004.
