H.Amdt.451 - Amendment requires the Secretary of the Army to make an annual report to Congress on whether lock and dam construction and ecosystem restoration projects contained in title 8, concerning the Upper Mississippi River and Illinois Waterway System, are being carried out at comparable rates; and clarifies the role of Congress to ensure that the projects have a comparable rate of progress.
