S.Amdt.4624 - To provide that none of the funds appropriated or otherwise made available for expenses in carrying out the Robert T. Stafford Disaster Relief and Emergency Assistance Act may be used to enter into noncompetitive contracts based upon the unusual and compelling urgency exception under Federal contracting law unless the contract is limited in time, scope, and value as necessary to respond to the immediate emergency.
