Mr. Lewis (CA) raised a point of order against the Jackson-Lee (TX) amendment (A007). Mr. Lewis (CA) stated that the amendment was in violation of Section 302F of the Congressional Budget Act of 1974 and therefore constituted legislation in an appropriation bill. The Chair sustained the point of order.
