None of the funds made available in this Act may be used to make or guarantee a loan under section 7(b) of the Small Business Act (15 U.S.C. 636(b)) other than a loan for which the borrower is charged an interest rate in accordance with section 7(c)(5) of such Act, as in effect on the date of the enactment of this Act.
