H.Amdt.454 - Page 27, line 6, insert before the period the following: ``: Provided further, that $6,000,000 shall not be made available until the Director of the Office of National Drug Control Policy certifies in writing that regulations established for the designation of high intensity drug trafficking areas include a requirement that the Director, in considering whether to designate an area as a high intensity drug trafficking area, shall consider whether the area lies within a State that already receives assistance under the High Intensity Drug Trafficking Areas program''.
