S.Amdt.1867 - To clarify that the Secretary of Energy is required to consider low-risk finance programs that substantially reduce or eliminate upfront costs for building owners to renovate or retrofit existing buildings to install energy efficiency or renewable energy technologies as eligible for certain loan guarantees.
