H.Amdt.271 - Amendment establishes an Overseas Voting Advisory Board that will conduct studies and issue reports and have hearings on the abilities of, and obstacles to, overseas voting, the successes and failures of the Federal Voting Assistance Program (FVAP) under the Department of Defense, and any administration efforts to increase overseas voter participation.
