H.Amdt.444 - Page 5, after line 7, insert the following new section (and conform the table of contents accordingly): SEC. 4. USE OF SAVINGS FOR DEBT REDUCTION. All savings in Federal expenditures not otherwise expended as a result of the enactment of this Act shall be made available for the reduction of the Federal deficit.
