H.Amdt.445 - Page 5, after line 7, insert the following new section (and conform the table of contents accordingly): SEC. 4. PROHIBITION ON EARMARKS. None of the funds appropriated pursuant to this Act may be used for a Congressional earmark as defined in clause 9(d) of rule XXI of the rules of the House of Representatives.
