H.Amdt.197 - Amendment sought to insert a list quantifying the number of vacant homes across the country and to add findings consisting of such numbers in each State as well as a statement that because Congress voted to terminate the NSP, those listed housing units may not be able to be rehabilitated and may remain vacant.
