H.Amdt.272 - Amendment sought to set minimum standards for blowout preventers; require new standards on safe well design and cementing to ensure multiple redundant barriers within the well against uncontrolled oil or gas flow leading to a blowout; require independent third party certification of blowout preventers and well designs; and to ensure that the Department of Interior can institute better alternatives for increased safety as they become available.
