H.Amdt.273 - Amendment sought to prohibit the Secretary from issuing an offshore drilling permit without first certifying that the applicant has calculated a worst-case discharge scenario for the proposed drilling operation and has demonstrated to the satisfaction of the Secretary that the applicant possesses the capability and technology to respond immediately and effectively to such worst-case discharge scenario.
