H.Amdt.886 - Amendment sought to require a GAO report to determine the cost of carrying out the provisions of the bill and the effect it would have on federal agency rule making as well as determining the impact of repealing the ability of an agency to waive provisions in the Regulatory Flexibility Act when responding to an emergency.
