H.Amdt.889 - Amendment clarified that when making a rule, an agency shall not only consider potential costs and benefits associated with such proposed rule (including direct, indirect, cumulative costs and benefits and estimated impacts on American jobs), but shall also estimate the net gain or loss in domestic jobs.
