H.Amdt.967 - At the end of the bill, add the following: SEC. 3. NO NET LOSS OF JOBS. Section 2 and the amendments made by section 2 shall not take effect unless the Secretary finds that such section and amendments, if in effect, shall not result in a net loss of jobs.
