H.Amdt.1139 - Amendment sought to limit the impact of the underlying bill if the administration determined that the bill was likely to (1) increase the interstate movements of pollutants through surface waters; (2) increase the costs incurred by a downstream State to maintain or achieve approved water quality standards for that State; and (3) cause or contribute to the impairment of the surface or coastal waters of another State.
