H.Amdt.376 - Page 157, after line 2, add the following new section: SEC. 10002. None of the funds made available by this Act for the "Afghanistan Infrastructure Fund" may be used to plan, develop, or construct any project for which construction has not commenced before the date of the enactment of this Act.
