H.Amdt.486 - At the end of title I, add the following: SEC. 139. ANNUAL OPERATIONS AND MAINTENANCE BUDGET. The Secretary shall include operation and maintenance costs associated with sand transfer plants in the annual operations and maintenance budget of the Corps of Engineers.
