None of the funds made available by the Act may be used to implement, administer, or enforce the modification to boating restrictions contained in the news release issued by the United States Fish and Wildlife Service entitled "Minor Modification to Boating Restrictions at Havasu Wildlife Refuge" and dated May 20, 2015.
