H.Amdt.351 - An amendment to prohibit use of funds to negotiate or finalize a trade agreement that includes provisions relating to visas issued under the Immigration and Nationality Act. Amendment also provides that the limitation described in the amendment shall not apply in the case of the administration of a tax or tariff.
