H.Amdt.714 - An amendment numbered 2 printed in Part B of House Report 114-290 to add an additional finding that the United States has reduced its oil consumption over the past decade, and increasing investment in clean energy technology and energy efficiency will lower energy prices, reduce greenhouse gas emissions and increase national security.
