H.Amdt.746 - Amendment sought to allow bridge work to be done despite the presence of swallows if the bridge has a condition rating of 3 or less until a rulemaking has occurred; require notification to the Secretary of Interior, and also direct the Secretary to promulgate a rulemaking to allow for bridge work under the Migratory Bird Treaty Act (MBTA).
