S.Amdt.2955 - To prevent the use of funds made available by this Act to modernize or realign facilities of the Veterans Health Administration in States in which the Department does not operate a full-service medical facility unless the Secretary of Veterans Affairs certifies to Congress that such modernization or realignment will not result in a disruption or reduction of services for veterans.
