H.Amdt.107 - An amendment numbered 72 printed in Part B of House Report 116-16 to authorize the commission to refuse to certify a candidate to participate in the matching public finance program if they have been assessed three or more civil penalties in one or more elections previously and makes a candidate not eligible if there has been a willful violation. The amendment references criminal penalties for violations of the law.
