Appropriates moneys from the General Fund to the State Department of Fish and Wildlife for certain biennial expenses. Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts and federal funds from the Pacific Coastal Salmon Recovery Fund, but excluding lottery funds and other federal funds, collected or received by the department. Limits biennial expenditures by the department from lottery moneys for certain purposes. Limits biennial expenditures by the department from federal funds for certain purposes. [<i>Appropriates moneys from the General Fund to the Emergency Board for allocation to the department.</i>] Declares an emergency, effective July 1, 2025.
