AN ACT relating to school buildings and facilities; providing appropriations for the fiscal biennium commencing July 1, 2026 through June 30, 2028; providing for appropriations for the remainder of the current biennium ending June 30, 2026; providing an appropriation that shall not revert; specifying conditions for expenditures; requiring reports; establishing a grant program for school facility safety and security projects; specifying requirements for school districts to receive safety and security grant funds; specifying applicability; and providing for an effective date.
This act provides funding for K-12 school buildings and facilities for the remainder of the fiscal year (FY) 2025-2026 biennium and the FY 2027-2028 biennium. This act requires development of an estimated schedule for deployment of appropriations for funded projects and reporting on deployment and project progression to the Select Committee on School Facilities, Joint Appropriations Committee and Governor. This act appropriates $155,852,502 from the Public School Foundation Program Account to the School Facilities Commission for the following projects and amounts:$31,661,322 for component level major maintenance projects, effective immediately.$6,332,928 for charter school leases.$1,792,976 for future charter school leasing obligations.$52,125 for modular buildings and leases.$15,739,855 for the design of school building and facility projects of which $2,809,910 is effective immediately.$77,359,731 for the construction of school building and facility projects.$2,620,670 for demolition projects of which $1,286,510 is effective immediately. $7,642,895 for unanticipated costs for the specified projects.$2,650,000 to supplement previous appropriations in 2025 Wyo. Sess. Laws Ch. 118, Section 1(g)(ii)(A) for the construction and demolition of a transportation facility ancillary building, effective immediately.$10,000,000 for K-12 school safety and security projects, including design of security vestibules, vehicle barricades and approved prioritized school district safety remedies. This act appropriates $237,865,123 from the Public School Foundation Program Account to the State Construction Department for major maintenance payments in accordance with W.S. 21-15-109, of which $1,122,400 is effective immediately. The act directs the School Facilities Commission to establish a prioritized list of K-12 school facility safety and security remedies, include the remedy in a school districts facility plan to ensure cost effectiveness and identify a maximum budget for the remedy prior the expenditure of funds, and report any request of funds to the Committee on School Facilities, the Joint Appropriations Committee, and the Governor. Comments: Establishes a grant program for school facility safety and security projects in collaboration with the School Facilities Commission and State Construction Department. Requires reporting.
