“There are authorized to be appropriated to the Director to carry out functions under this Act—“(1) $2,000,000 for fiscal year 2002;
“(2) $10,000,000 for fiscal year 2003;
“(3) $15,000,000 for fiscal year 2004; and
“(4) $20,000,000 for fiscal year 2005.”
