“Subsection (b) [enacting provisions set out as a note under section 3203 of this title] and the amendments made by subsection (a) [amending this section] shall take effect—“(1) 90 days after the date of the enactment of this Act [Aug. 2, 2002], or
“(2) September 1, 2002,
whichever occurs first.”
