Effective October 1, 1986, there is authorized to be appropriated to the Board of Regents of the Smithsonian Institution:“(a) $4,500,000 for the Smithsonian Astrophysical Observatory; and
“(b) $11,100,000 for the Smithsonian Tropical Research Institute.
