“(a) Use of Hazardous Materials Monitoring Systems.—“(1) In general.—The Secretary shall conduct research on improved methods of deploying and integrating existing ITS projects to include hazardous materials monitoring systems across various modes of transportation. “(2) Funding.—Of the amounts made available for each of fiscal years 1998 through 2003 by section 5001(a)(6) of this Act [112 Stat. 420], $1,500,000 per fiscal year shall be available to carry out this paragraph. “(b) Outreach and Technology Transfer Activities.—“(1) In general.—The Secretary shall continue to support the Urban Consortium’s ITS outreach and technology transfer activities. “(2) Funding.—Of the amounts made available for each of fiscal years 1998 through 2003 by section 5001(a)(5) of this Act [112 Stat. 420], $500,000 per fiscal year shall be available to carry out this paragraph. “(c) Translink.—“(1) In general.—The Secretary shall make grants to the Texas Transportation Institute to continue the Translink Research program. “(2) Funding.—Of the amounts allocated for each of fiscal years 1999 through 2001 by section 5001(a)(6) of this Act, $1,300,000 per fiscal year shall be available to carry out this paragraph.
