“There are authorized to be appropriated, for fiscal year 1999, and each fiscal year thereafter, to each of the respective institutions named in section 3(b)—“(1) the amount of funds made available by appropriations as operations funding for the administration of such institution for fiscal year 1998; and
“(2) such additional sums as may be necessary for the operation of such institution pursuant to this Act.
