“Not later than 6 months before the date on which a demonstration project under this Act is scheduled to expire, the institution conducting such demonstration project shall submit to each House of Congress—“(1) recommendations as to whether or not the changes under such project should be continued or made permanent; and
“(2) proposed legislation for any changes in law necessary to carry out any such recommendations.”
