“There are authorized to be appropriated the following sums to implement the ‘NCIC 2000’ project:“(1) $17,000,000 for fiscal year 1991;
“(2) $25,000,000 for fiscal year 1992;
“(3) $22,000,000 for fiscal year 1993;
“(4) $9,000,000 for fiscal year 1994; and
“(5) such sums as may be necessary for fiscal year 1995.
