“Notwithstanding any provision of this Act [see Tables for classifications] not contained in this title [see Short Title of 1986 Amendment note above], any provision of this Act (not contained in this title) which—“(1) imposes any tax, premium, or fee,
“(2) establishes any trust fund, or
“(3) authorizes amounts to be expended from any trust fund,
shall have no force or effect.”
