“(a) Interim Reports.—The Commission may submit to Congress such interim reports as the Commission considers to be appropriate. “(b) Final Report.—Not later than 2 years after the date on which all members of the Commission are appointed, the Commission shall submit to Congress a final report containing—“(1) a detailed statement of the findings and conclusions of the Commission; “(2) the recommendations of the Commission; and “(3) any other information that the Commission considers to be appropriate.
