“In this Act:“(1) Commemoration.—The term ‘commemoration’ means the commemoration of the 400th anniversary of the arrival of Africans in the English colonies, at Point Comfort, Virginia, in 1619. “(2) Commission.—The term ‘Commission’ means the 400 Years of African-American History Commission established by section 3(a). “(3) Secretary.—The term ‘Secretary’ means the Secretary of the Interior.
