“(a) Limitation.—The programs and authorities established under this part shall become operative in any Reclamation State only after—“(1) the Governor of that State has declared a drought emergency; and “(2) the affected area is declared eligible for Federal disaster relief under applicable rules and regulations. “(b) Termination.—The programs and authorities established under this part shall terminate on December 31, 1989, unless otherwise specifically stated.
