There is hereby authorized to be appropriated not to exceed $130,675,000 to construct the building authorized by this joint resolution (including the preparation of all necessary designs, plans, and specifications).“There is also authorized to be appropriated not exceeding $10,000 to pay the expenses of the James Madison Memorial Commission.”
